On February 10, 2011, the Executive Committee of The Harriet Tubman Institute adopted a new governance document which establishes four categories of members, according to the following criteria:

- A Fellow is a full time faculty member at York University who has requested in writing to the Director to be a Fellow.
- An Associate Fellow is a scholar who is engaged in teaching or research at York University who has requested in writing to the Director to be an Associate Fellow.
- An Associate is any individual outside of York University who has a demonstrated interest in the research agenda and/or activities of the Institute, who has requested to the Director to be an Associate, and whose application has been accepted in writing by the director.
- An Associated Student is any graduate or undergraduate student enrolled at York University on a full time or part time basis who has a demonstrated interest in the research agenda and/or activities of the Institute, who has requested to the Director to be an Associated Student, and whose request has been accepted in writing by the Director. A student from another institution may also request to be an Associate Student and such request may be accepted by the Director according to such conditions as may seem appropriate.
